President Bajram Begaj has signed the decree dismissing Vlora Hyseni from the post of director of the State Intelligence Service, in a development that comes immediately after the public signal given by Prime Minister Edi Rama. The move confirms the official version that the intervention at the top of SHISH is being carried out under an accelerated procedure, while the name of her successor is expected to be determined by the government.
The decree was signed on the prime minister’s proposal
In the Presidency’s official announcement, it is stated that the head of state, in support of the Constitution and the law on the State Intelligence Service, decreed the dismissal of Vlora Hyseni from the duty of SHISH director.
According to the official document, the decision was taken on the proposal of the prime minister, making it clear that the political initiative for her removal came from the government and was then formalized by the president.
Rama warned of the dismissal just hours earlier
Shortly before the decree, Edi Rama reacted through a post on the social network “X,” where he warned of Hyseni’s immediate dismissal from office.
According to his public statement, as soon as he returned to Tirana, the new head of SHISH would also be chosen. This sequence of actions shows that the political decision had been publicly articulated before the president’s signature was also made public.
In the background, the GJKKO measure and suspension from office
The development comes after the Special Court imposed on Vlora Hyseni the measure of “arrest in prison” and suspension from office.
It has also been made known that she will be handed over to the Albanian authorities at the border with Kosovo. At this point, institutions have acted at a rapid pace, while the public still has few full clarifications about the entire procedural and institutional chain that was followed.
