Vlora Hyseni, the head of the State Intelligence Service, has been drawn into one of SPAK’s most sensitive investigations, the one linked to the AKSHI case file. The Special Court’s decision to place her under house arrest and suspend her from duty takes the matter beyond the political debate that accompanied her appointment, this time with direct legal consequences.
The security measure and the charges raised
GJKKO has imposed the security measure of “house arrest” on Hyseni, along with suspension from duty. At the time the decision was made, she was not in Albania.
According to SPAK’s version, Hyseni is suspected of the criminal offenses of “supporting the author of a crime” and “disclosure of secret acts or data.” At this stage, the investigation remains focused on verifying specific responsibilities and the circumstances related to these suspicions.
From Kosovo intelligence to Tirana
Before being appointed to lead SHISH, Vlora Hyseni had built her career within Kosovo’s intelligence structures. She served at the Kosovo Intelligence Agency, initially in a position related to external relations and later as deputy director.
From 2019, she held the post of deputy director until her career at the institution was interrupted in 2021. At that time, Kosovo President Vjosa Osmani decided to dismiss her from office.
Appointment to SHISH amid political debate
Hyseni’s name returned to the center of attention in Albania in March 2023, when Prime Minister Edi Rama proposed her to lead SHISH. The proposal immediately sparked political debate and questions about her professional past.
The opposition then asked the President of the Republic to review information related to her removal from office in Kosovo. Despite those objections, President Bajram Begaj decreed her as head of SHISH on April 3, 2023.
A serious test for institutions
Since April 2023, Hyseni has led the institution responsible for collecting and analyzing information on national security. The inclusion of her name in the investigation into the AKSHI case file puts pressure not only on her personally, but also on the institutional filters that led to her appointment.
At this stage, it remains to be seen what will be proven in the process and whether the charges brought by the Prosecution will be supported by sufficient evidence. But the fact that the head of SHISH has ended up under a security measure and suspended from duty raises serious questions about institutional oversight over the state’s most sensitive posts.
SPAK’s investigation into Vlora Hyseni makes the AKSHI case file an even more serious political and institutional matter.
Beyond her background in Kosovo intelligence and the debate that accompanied her decree in Tirana, the focus now shifts to the evidence, the specific responsibilities, and the role the authorities claim she had in this case.
