The debate over the new territorial map shifted from the vote in the chamber to a political clash after Sali Berisha published footage from the moment Belinda Balluku appeared in Parliament for the vote, which passed with 85 votes in favor.

The video published by Berisha
PD leader Sali Berisha reacted on social media by sharing a video linked to Belinda Balluku’s participation in the vote on territorial reform in Parliament.
In his post, Berisha used a strong political accusation against the majority, while in the same publication he also mentioned the fact that Balluku, according to his version, is under investigation by SPAK.
Tension in the chamber at the moment of the vote
According to the footage and the description of the event, Balluku arrived in the chamber at the moment of the vote and sat next to Blendi Klosi.
Her presence triggered an immediate reaction from opposition MPs. Among the most tense episodes was the action of Gazment Bardhi, who attempted to splash her with water.
Approval of the new territorial division
The night before, Parliament held a marathon session in which the new territorial map was voted on.
According to the official voting result, the new territorial division was approved with 85 votes in favor.
Political clash beyond the vote
The event once again highlighted the strained climate between the majority and the opposition, where the substance of an important decision was accompanied by tension, accusations and confrontational gestures in the parliamentary chamber.
At this stage, the political weight of the debate is competing with the very substance of the reform, while the claims and accusations made publicly remain part of the usual confrontation between the sides.
The vote on the new territorial map was formally concluded in Parliament, but the political debate was fueled more by the episodes in the chamber than by clarifications about the concrete effects of the new administrative division.
Beyond the videos and statements, it remains the responsibility of institutions to ensure that decisions of this weight are accompanied by real transparency and not only by a majority of raised cards.
