The armed clash in Vlora has been accompanied by conflicting versions and serious accusations. After the incident, businessman Luan Muça spoke publicly with his account, linking the conflict to a property dispute in Palasë and claiming that a meeting requested for clarification ended in gunfire.
Muça’s claim about the conflict
Muça says he had gone to meet businessman Vasil Bedinaj to discuss claims over a property in Palasë. According to his version, the meeting was arranged after a phone call and took place at Bedinaj’s hotel in Orikum.
He claims that as soon as he began explaining his position, the situation grew tense and that armed individuals then entered the scene who, according to him, had been positioned in different areas of the business premises. Muça says that as he was leaving with his family members, shots were fired at them.
The dispute over land and permits in Palasë
In his response, Muça links the entire clash to a broader history of ownership and development on the coast. He says that since 2019 he has bought 97,000 square meters of land in Palasë from several local owners and that for part of the land he was forced to pay twice.
According to him, in July 2021 he received strategic investor status for a project designed by the EEA studio, and later applied for construction permits for the project’s phases. Muça claims that he later discovered on social media that another permit had been issued for land he considers his own property and that units, apartments and villas were being advertised for sale there.
The involvement of AZHT and doubts over the documentation
After that, he says he turned to AZHT to obtain information about the situation. According to him, the institution informed him that the parties’ documents would be verified and that, until this process was completed, there would be no issuance of the construction permit.
This is a detail that makes the case more sensitive, as the conflict is presented not simply as a clash between two businessmen, but also as a dispute over ownership, permits and the way developments are administered in one of the most sought-after areas of the south.
Accusations against police and rejection of the official narrative
Muça also rejects claims that have circulated publicly that he extorted Bedinaj. According to him, this is a false version spread to distort the incident and influence public opinion through selected video footage.
He also raises accusations against the State Police, saying he was held for 72 hours on the charge of extortion. In his statement, Muça calls for the full clarification of the incident and the identification of the individuals who, according to his claim, opened fire.
At this stage, the public has before it a version of strong accusations from one side, while many key points of the incident remain to be clarified by the investigation.
This is precisely where the burden falls on the institutions: not to reproduce the most convenient version, but to verify the ownership documents, the circumstances of the meeting in Orikum and the criminal responsibility for the reported gunfire.
